Deci, unlike other cities does not currently possess a Watch, not in the Imperial sense of the word. It is worth remembering that the history of Deci is that it was a Brigand town, its wealth, trades and crafts and very attitude formed by the Robber Barons, Mouse Lords, Mockers and Brigand Kings that banded together in what became a safe haven. It is said that the very rites and traditions of The Hundred’s Guilds themselves were formed from thievery. There is even the old Myth that Deci became a city by the theft of whole parts of other cities, such as Halgar, that were brought to the brigand town of Deci.
Bearing this in mind then the particular attitude of Deci to Crime is understandable. In Deci there is no Watch as is found in other cities and that which passes for Law and Order is maintained by The Sleek for even the very posts of Watch Captain and Magistrate ceased to exist in the city. Not so long ago the city experimented with having a Watch within the city for a few years but with marginal success. In Orgrus IM 1006 the edict personally pronounced by Lord Inquisitor Anacrites whilst in Deci against the murder cults that were endemic in Deci and against Argoth in particular lead to a revolt against those who served in the Watch, they were murdered and the Watch Houses destroyed. Following that incident no one has ever been mad enough to sign up and form a new watch.
Since that time a new form of order has been imposed, the Deci Bravos and Sleek Thugs, enforcers for the Council. The best, or rather the worst, of the Deci Bravo’s are called the ‘Sleek’. Dressed (blinged) with a great deal of garish gold and large, cheap gems upon their breasts they drip weapons and view the streets as their own. Anyone that seeks to speak out against the council or indeed the city is beaten, or even killed. They pay for nothing, they do as they please and when the Council wishes the city to kneel it is the Sleek that nail their knees to the hard ground.
Where a Watch would simply fail or be killed the Sleek Thugs have some measure of success in enforcing, if somewhat brutally, the will of the council. Where one would expect a Watchman to take the guilty to a Magistrate the Sleek Thugs settle for one of two judgements, the leniency of a sound beating or the final judgement that is death. It’s hardly a perfect solution but in the face of nothing to keep the citizens in order then in Deci it’s the only one that seems to work. Even Gabriel Drake, one time Covenant of the Empire and once Governor of Deci had to admit that it was the best that could be done in Deci.
Based in the grand, luxirious and garish Sleek Triumphant in Hightown The Sleek Thugs range across the city, lead by one man and one man only, they answer to no other authority than that of The Baron Throttle, the king’s brother and referred to as, quite simply, The Lord Sleek.
